Strategic Negotiations and Fiscal Resilience: Delivering Billions in Savings

When Ghana faced the daunting challenge of restructuring over US$1 billion in energy sector debt and renegotiating multiple power purchase agreements (PPAs) that threatened national fiscal stability, it was Ofotsu who led the Government’s negotiating team. His restructuring strategy delivered projected fiscal savings exceeding US$10 billion while simultaneously enhancing the country’s global investor confidence and safeguarding macroeconomic stability.

As Special Advisor to Ghana’s Minister for Finance, Ofotsu regularly briefed the President, Cabinet Ministers, Members of the Diplomatic Corps, and international financial institutions including the World Bank and IMF. His approach fuses deep analytical rigor with diplomatic agility—crucial for aligning diverse interests across government, IPPs, gas suppliers, DFIs, and private investors.

His strategic communications and stakeholder management expertise extended to structuring Ghana’s power distribution concession, unlocking US$190 million in immediate funding and positioning the country for US$1 billion in future cross-border infrastructure investment under a proposed MCC Regional Compact.

Distinctive Approach

The Negotiator’s Edge: Blending Strategy, EQ, and Systemic Vision

“What distinguishes Ofotsu in the negotiation room is his rare ability to synthesize technical complexity, financial implications, and legal frameworks while maintaining a compelling human connection and a clear vision of the strategic objective,” noted a senior World Bank Executive.

What sets Ofotsu apart is his systems-thinking approach to public affairs and government relations. He doesn’t just negotiate terms—he architects solutions that account for fiscal impacts, stakeholder dynamics, political realities, and implementation risks. His strong emotional intelligence (EQ), deep cultural awareness, and exceptional interpersonal skills enable him to build consensus and foster collaboration in diverse environments.

Characterized by strategic leadership, commercial acumen, and uncompromising integrity, Ofotsu brings a values-driven approach to every engagement. His ability to identify, examine, and resolve complex problems across multiple disciplines and sectors has made him a sought-after advisor for governments, investors, and multinational corporations seeking to navigate Africa’s complex business and policy landscape.
